Finland tightens the tax code without raising the rate — HE 151/2026

The Finnish government tabled HE 151/2026 vp on 2026-08-26, a 70-paragraph bill amending TVL §§119 and 124 on loss carry-forward and deduction ordering, plus §§7 and 15 of the Non-Resident Income Taxation Act. Two levers are being pulled at once. Corporate loss-carry mechanics get reworked — §§119 and 124 are the sections that govern how losses carry forward and how deductions are ordered against them, and both are being amended. That changes the calculus for Finnish holding companies sitting on historical losses and for cross-border M&A structuring where target-side losses were part of the case. The non-resident sections narrow how Finland taxes income earned by parties without Finnish residency, which matters for foreign portfolio holders of Finnish-source income and for cross-border personnel arrangements common in the industrial and consulting sectors.

The direction: base-broadening, not rate-raising. Politically easier, revenue-positive, and it doesn't move a headline number anyone tracks. That is exactly why it deserves attention now — before the third reading, not after.

Counter-thesis: the changes could be narrower than the paragraph count suggests. If the §§119/124 edits align only with an ECJ ruling or with OECD Pillar Two mechanics that Finland was going to adopt anyway, the P&L impact is close to noise. Finance ministries have used serious bill numbers to dress technical fixes as reform before.

This would be wrong if — the parliamentary readings close with amendments that leave loss-carry mechanics substantively unchanged, or if the non-resident sections are stripped in the Finance Committee.

Nordea plants a flag: rate hike in September, no cuts until 2028

Nordea's economics desk went on the record this week with a specifically hawkish call — a policy-rate hike in September and no rate cuts before 2028. The house paired it with an upgrade to 2027 Nordic growth to roughly 2%, driven by efficiency gains and tax measures rather than by fiscal expansion. That is a coherent story: real activity holds up, so the central banks don't need to move, so financial conditions stay where they are. It is also a bank-friendly story — a longer plateau of positive real rates is what widens net interest margins.

Counter-thesis: sell-side rate calls have been unreliable through this cycle in both directions. Nordea itself has revised aggressive calls before, and a single soft European PMI print or a sharp Riksbank shift could compress the plateau fast. The upside surprise in Nordic growth may also reflect one-off effects rather than a genuine acceleration.

This would be wrong if — either the ECB meeting on 2026-09-10 signals a nearer cutting path than Nordea projects, or Nordic wage data for Q3 undershoots consensus and forces a rethink of the growth call.

Sweden's gang crackdown reaches the FT — and the deportation rule

The Financial Times ran "Sweden's fightback against the gangs" this week, and Sweden tightened its deportation rules in the same window. Two things travel together here: a shift in international coverage from Sweden-as-cautionary-tale toward Sweden-as-case-study-in-response, and a domestic legal step that codifies what has until now been a political posture. The debate has widened enough that Aftenposten is running Norwegian commentary on whether the Sweden Democrats can still be called far-right — Nordic political categories are being re-drawn in real time.

Counter-thesis: FT features and rule tightenings are trailing indicators. Deportation policy is one lever, and one lever may not, on its own, bend the incident curve. The story is real; the policy response may not follow through in the numbers.

This would be wrong if — Q4 shooting and bombing incident counts stay flat or rise against the summer's lower baseline, which would suggest the crackdown is not yet biting.

UPM splits — the Wisa plywood spin-off is a real corporate event

UPM's AGM approved the demerger this week. The plywood business becomes a separate listed company under the Wisa brand, and the residual UPM keeps pulp, paper, and biorefining. This is not a strategic study — it is done. The read: UPM management concluded the plywood cycle no longer belonged inside a group whose valuation is anchored on pulp economics. Kauppalehti's coverage flagged that a Commission warning on adjacent product-market issues also fed the timing.

Counter-thesis: spin-offs of cyclical businesses at the wrong point in the cycle can destroy value on both sides — the parent trades on the lower multiple of the residual, the spin lists into a soft plywood market. If construction demand in Europe stays weak into 2027, Wisa's opening trading range may be unforgiving.

This would be wrong if — Wisa lists above the mid-point of the exchange filing range and holds it through the first three earnings prints. That would validate the timing.

The catch ▸ Equinor accepted partial criminal guilt. The stock is inside 7% of highs.

On 2026-09-01 Norwegian economic-crime authority Økokrim demanded NOK 720m from Equinor and the company acknowledged criminal liability on one count. The share is at NOK 393.60 — up 62.67% year on year, within 7% of the 52-week high, RSI 54. Either the market has priced this as a manageable one-off (plausible — 720m is a rounding error against Equinor's cash generation), or the guilty-plea framing has not been read across to Norwegian-shelf licence-award risk or to the ESG screens that some European mandates apply.
