Denmark hardens expulsion law — the Nordic template shifts
Two bills sitting in the Folketing this week rewrite Denmark's migration architecture in a way that will pull the wider Nordic debate. L 17 A (ODA sag 105732) drops the trigger for automatic expulsion of foreign nationals to any unconditional prison sentence of at least one year for certain serious crimes. Prior thresholds gave judges wider discretion around the two-to-four-year band; that discretion narrows. L 17 B (ODA sag 105733) restructures the state-funded home-return and repatriation programme — larger cash grants, longer eligibility window, tighter follow-up mechanics.
The context makes this more than a Danish story. Finland's government is asking Eduskunta for a two-year extension of the border security law, with Rantanen calling the threat level "still high". A separate Danish work-permit law tightening which nationalities qualify also passed this week. Sweden's election campaign has migration front and centre, evidenced by opposition MPs already promising specific carve-outs (Guardian). Copenhagen is moving hardest; Helsinki and Stockholm are moving in parallel, on their own domestic drivers.
Counter-thesis. Danish coalitions have historically leaked exceptions during committee. The one-year threshold could return watered down — specific crime lists, prosecutorial discretion — once employer bodies weigh in on labour-supply risk in construction and elderly care.
This would be wrong if L 17 A clears committee without material carve-outs AND Finland's border-law extension passes Eduskunta cleanly. That combination would tell us the political ceiling here is well above what the coalition arithmetic suggests.

Russia is testing the Nordic response, not just being watched
Denmark's PET intelligence service put out an unusually direct statement this week: Russia is "actively" preparing acts of sabotage against Danish infrastructure. The Russian ambassador in Copenhagen dismissed it as scare tactics (TASS). Concurrently, a suspected Russian reconnaissance drone was recovered near Porvoo's Pelling island in the Gulf of Finland. Finland's Defence Minister Antti Häkkänen confirmed Finland has formally requested military assistance from Sweden, citing an "extremely active" Russia.
Two things sharpen this from background noise. First, three separate national commands escalated in the same week — Danish PET's sabotage warning, Finland's military-aid request to Sweden, and a physical Finnish incident. Second, Denmark is running domestic legislation in parallel (see above). External threat and internal hardening arriving together is the pattern markets have historically priced defence and border-service tenders on.
Counter-thesis. Much of this is already discounted. Nordic defence budgets rose sharply in 2024-2026; the incremental read from another PET warning may be modest. Russia's public denials are ritual.
This would be wrong if the Finnish government quietly withdraws or downgrades its military-aid request to Sweden within two weeks, or PET walks back the sabotage framing. Either would signal the diplomatic ceiling is lower than this week's headlines suggested.

Norway's oil fund floats a US Treasury cut
The manager of Norway's roughly $2 trillion sovereign wealth fund has proposed reducing US Treasury holdings, per the Financial Times. This is a proposal from fund management, not a Norges Bank board policy — the distinction matters and should not be collapsed. But a fund of this scale is a large enough price-taker that even a directional signal moves the discussion.
The immediate market read: US 10Y-2Y narrowed to 40 basis points from 47 last week, while 10Y-3M widened to 87. The curve is doing two different things at the short end. A globally-visible reserve holder publicly discussing exit does not help the long end.
Counter-thesis. Fund managers float ideas in the press regularly. The Finance Ministry sets the strategic benchmark; a manager's proposal is a starting position, not a decision.
This would be wrong if the next quarterly asset-mix disclosure shows no change in US Treasury weight. The proposal without the follow-through is just conversation.
