Sahm Rule flipping back to negative and US HY OAS grinding tighter to 267 bp are the two prints that most cleanly set the global risk backdrop this week. Curve continues its slow re-steepening. US labour data does not signal recession. All six series here are US — the packet does not carry a Nordic or EU credit or rates print this week, so the read-across to Nordic risk premia is indirect.
§02 · Themes of the week
The Riksrevisionen audit lands in the Riksdag
Sweden's National Audit Office has audited how state agencies guard against risks of ethnic discrimination in administrative decisions. The government's response — skrivelse 2025/26:308, signed by Ebba Busch and Lotta Edholm — was tabled in the Riksdag on 20 August.
The interesting piece is procedural. Riksrevisionen audits rarely dominate front pages, but their findings often force cross-agency method changes — anonymised decision review, mandated bias audits, changes to case-assignment logic. A 2026 Swedish election falls into the same window as the government's response cycle, which raises the political salience of whatever concrete package the ministries put together.
Counter-thesis: audit skrivelsen are procedural instruments without enforcement teeth. The Busch–Edholm sign-off could be a paper acceptance that produces no binding operational change.
This would be wrong if the government issues concrete agency-level reforms — new procedural rules, resourcing, oversight bodies — within the six-month response window rather than a technical acceptance letter.

UPM–Sappi hits a Phase II wall
The European Commission issued a Statement of Objections against the proposed UPM–Sappi coated paper joint venture on 25 August (IP/26/1747). A Statement of Objections is the Commission's formal concerns letter — the case has crossed from information-gathering into "we see problems here that need remedies." Finnish coverage in Kauppalehti and Yle framed the escalation as "may collapse"; UPM's public response is that it "believes it can address the concerns" — the standard formulation for the remedies-negotiation phase.
For UPM the stock this is now the dominant frame. The near-term chart is not being driven by paper-cycle dynamics but by deal-completion probability. Remedies typically mean asset divestitures of overlapping mill capacity, which materially shrinks the strategic rationale for the combine.
Counter-thesis: an SoO is a concerns letter, not a prohibition; deals often survive with structural remedies. The market may already have priced deal death — asymmetry could favour surprise clearance.
This would be wrong if UPM and Sappi publish a credible divestiture package that DG COMP publicly signals it will accept before year-end.

Nordic power splits north from south — again
Nord Pool zones ran a 7.8x spread this week. NO4 (northern Norway) averaged 17.95 EUR/MWh, down 43.8% week-on-week. NO2 (southern Norway) averaged 139.76 EUR/MWh. Finland at 71.94 EUR/MWh gained 27.6%. DK1 and DK2 both fell double-digits despite the northern glut, because southern-zone bottlenecks decouple prices from the north's hydro surplus.
Cross-border flows tell the second story. Sweden's SE3–FI corridor flipped: SE3 is now net-importing from Finland at −44 MW, a 164% swing from the prior week's export position. NO2→DE_LU dropped to −266 MW net; Norway is pulling from Germany rather than pushing to it. The Nordic system is behaving like two separate markets pinned together by constrained wires.
Counter-thesis: weekly averages in shoulder season are noisy. Late-summer hydrology, wind variance, and end-of-holiday load can produce extreme snapshots without lasting meaning; convergence should return in autumn.
This would be wrong if the north–south spread stays wider than 30% into late September as demand tightens.

The catch ▸ Nordic banks are quietly at cycle highs without a momentum tell.
DNB at 313.8 NOK sits at the 95th percentile of its 52-week range with RSI 59. Nordea at 17.48 EUR sits at the 97th percentile with RSI 49. Both are above their 200-day and 30-week moving averages. Neither is running a headline story this week — the mention_news for both is operational (DNB service outages, Nordea rating housekeeping). Grind higher without the RSI signature of a thrust is the pattern that tends to run further than expected, and it is happening in the two largest Nordic bank tickers simultaneously. Worth flagging because it is not in either §02 theme.
