Sweden tightens the bostadsrätt cage — Prop 304 lands

The Swedish government submitted Proposition 2025/26:304 ("Stärkt trygghet i bostadsrätter") to the Riksdag on 14 July, and it enters this week's data window as the operational legislative text. The bill tightens the framework around Sweden's dominant tenant-owner housing form: economic-plan disclosure, board governance, and buyer protection at unit sale. This is not a corner of the market. Roughly half of urban Swedish dwellings are bostadsrätter, and the associations behind them are the counterparty for both retail buyers and the Swedish mortgage stock sitting on top of them.

The direction: tighter economic-plan requirements and stricter board rules raise per-association compliance cost, and slow new-project formation at the margin. Order of impact runs from developers with bostadsrätt-heavy pipelines through the Nordic banks whose Swedish mortgage books expect steady BRF turnover in the existing stock.

Counter-thesis: better disclosure lifts retail confidence at a moment when the Swedish new-build market is fragile. If Prop 304 removes the fear that new associations will hit economic surprise post-occupancy, retail demand for new-build BRF units could stabilise faster than the compliance drag hurts developers, and the net effect is neutral-to-positive for the mortgage stock.

This would be wrong if the bill passes in a form that grandfathers most existing associations and only bites new formations. In that world the impact stays contained at the developer margin and does not reach the bank balance sheets.

Nordic power split from opposite directions

Danish and southern-Norwegian zones ran near €130/MWh on the week — DK1 €134, DK2 €136, NO2 €133 — with 10–17% weekly steps. The sharpest moves sat at the top of the ladder: FI averaged €28.62 (+122%), SE1 €27.14 (+126%), SE2 €27.07 (+106%), SE3 €56.47 (+133%), SE4 €76.09 (+138%). Cross-border SE3→FI net flow jumped 478% to 85 MW — Sweden supplying more into Finland as northern zone prices repriced upward together.

The read: the Nordic power system is not tightening as one grid. The northern zones are climbing off unusually cheap summer levels, while DK/NO2 are already at continental-winter levels. Convergence is coming from both ends. Norwegian politics is starting to react — Aftenposten reports the Frp opening the door to gas peakers, the first signal that price levels are becoming a Storting-relevant number rather than a market print.

Counter-thesis: this is normal summer-to-shoulder repricing after an exceptional NO/SE hydro surplus, and reservoirs rebuild through September. The Frp gas-plant proposal is one opposition MP's talking point, not a coalition move.

This would be wrong if reservoir refill through September pulls SE3 and FI forward curves back toward historical Q4 norms and DK1/DK2 spot falls with them.

Baltic gray-zone pressure keeps texture

Three signals pointed in the same direction this week. Vessel trackers flagged another Palau-flagged tanker taking the southern route around Bornholm — part of a pattern of Russian-linked shipping avoiding Danish inspection choke points. A 16-year-old was stabbed to death at a school party in Roskilde. And Russian state media, relayed via Bluesky, framed Finland's president as a "vassal of the United States."

None of the three carries the story alone. Together they describe a pressure texture: quiet on the water, loud in the press, and not letting up.

Counter-thesis: shadow-fleet routing is commercial (avoid inspection, save fuel), the Roskilde stabbing is domestic crime with no external hand, and Kremlin "vassal" language is standard rhetoric with zero operational meaning.

This would be wrong if the next four weeks show shadow-fleet routing returning to standard Kattegat lanes and Russian media rhetoric shifting to a different regional target.

The catch ▸ Norway briefly turned net importer from Germany on the NO2 cable

NO2→DE_LU weekly net flow went from positive to −5 MW this week, a 103% swing. That is not economically material — 5 MW is nothing on the cable. It is directionally material. Combined with DK1→DE_LU dropping 59% to 155 MW, the Nordic export cushion into the German grid is thinning at exactly the moment German peakers most need it. If this pattern holds into September, day-ahead pricing on the continent loses a release valve.
