§02 · Themes of the week
Sweden's bostadsrätt reform — Bill 304 tightens the co-op frame
The government submitted Proposition 2025/26:304 "Stärkt trygghet i bostadsrätter" to the Riksdag on 14 July, signed off by Lotta Edholm and Johan Forssell at the Justice Department. The bill tightens the legal framework for Sweden's dominant urban housing form — cooperative tenant-ownership (bostadsrätt) — and moves on three load-bearing pillars at once: the economic plans a co-op files before selling apartments, the governance rules for the elected boards that run them, and the buyer-protection perimeter around the purchase itself. About half of urban Swedish dwellings sit inside a bostadsrätt structure, so the reach is broad. For developers, the read is more upfront disclosure and less optionality on plan revisions after the fact. For established boards, higher personal-liability exposure and more procedural formality. For buyers, a stronger contract at signing and cleaner recourse if the underlying economic plan turns out to have been optimistic.
Counter-thesis: reforms of this shape often clear the Riksdag with the substance intact but the enforcement thin. A decade of Swedish housing case law shows a pattern of tighter rules and slow follow-through, in which case the practical effect on developers and boards trends closer to compliance paperwork than to real risk repricing.
This would be wrong if the first appeals-court test after the effective date goes against a board or a developer and gets picked up widely in the trade press — that flips the read from paperwork to precedent, and boards will price it in.

Finland's undisclosed Nato commitments
Helsingin Sanomat published an investigation into a set of secret agreements Finland signed at a recent Nato meeting, with the headline promising to explain what they cover. The article body is not in this packet, so what can be observed from the surface is that HS treated the story as investigative rather than wire-copy pickup — a framing that usually seeds follow-up in the domestic press through the week and, if the specifics land, opposition questions in the Riksdag over what parliament was told before signing.
Counter-thesis: "secret Nato agreements" is a category that includes very routine things — signals-intelligence liaison, cyber-defence coordination, standard readiness undertakings that member states classify by default. This may resolve into normal alliance plumbing rather than a specific new posture.
This would be wrong if a follow-up specifies something more consequential and draws official denials or evasive comments from the Defence Ministry — that pattern usually signals something more than plumbing.

Telecom hardware — Nokia and Ericsson roll over together
The Helsinki and Stockholm telecom names are down in tandem. Nokia is off 7.6% on the week, 32.9% on the month, RSI 25.4 — technically oversold, and now sitting above the 200-day but below the 30-week moving average. That configuration is a mid-trend reversal, not a broken uptrend. Ericsson is off 3.9% on the week, 15.6% on the month, RSI 28.5, and now below both moving averages — a cleaner break. Ericsson's tape carries an M&A-shaped signal in the news feed that we flag but do not extend.
Counter-thesis: two names in the same industry rolling together during summer thin trading is a beta print, not a sector call. The RSI extremes could resolve with a mechanical bounce that tells us nothing about the underlying capex cycle.
This would be wrong if Q3 order books from both firms come in flat-to-up and the current tape is retraced by mid-September — that argues the summer weakness was thin-book noise, not cycle.

The catch ▸ Nokia insider adds 60,000 shares
A Nokia board member (Ihamuotila) acquired 60,000 shares on 27 July, per newswire disclosure coverage. Named-director buys at this specific size and date are worth logging because the next round of Nokia insider filings will either confirm the transaction as a one-off or extend into a pattern — and either read is legible only against the dated anchor.
