Finland's Annual Holidays Act rewrite — repeat lead, procedural only

HE 118/2026 amends the Annual Holidays Act (vuosilomalaki) and related statutes, touching leave accrual, carry-over, and employer administrative duties across every Finnish employment relationship. This topic led last week's brief; the only marginal update this week is that the bill is moving toward Eduskunta committee scrutiny this session — no substantive committee-level developments yet. Sector reads for Finnish services, retail, and staffing will not settle until committee amendments are visible.

Counter-thesis: labour-law bills of this scale routinely get watered down or stall in committee — the headline reform may never fully land in the form filed. This would be wrong if committee readings complete and the bill reaches plenary vote within this session without material dilution of the accrual/carry-over provisions.

Norway now pays 12.5% at the US border

Washington introduced a 12.5% tariff on Norwegian goods this week. NRK confirmed the rate; Helsingin Sanomat reported Oslo's political pushback. Unlike prior EU-wide tariff rounds, this one hits Norway directly — outside the EU umbrella and outside any bilateral offset mechanism Brussels has been trying to negotiate.

The direction: revenue drag on Norwegian exporters facing US buyers, and negotiation pressure on Oslo to strike a bilateral concession before Q4. Counter-thesis: 12.5% is small enough that most exporters absorb it through price or reroute via EU distributors — the headline moves the news cycle, not the earnings. This would be wrong if Norwegian export volumes to the US show no measurable drop in Q3 shipping data.

Equinor re-rated on a warmer message and a colder warning

Equinor closed the week +9.58%, RSI 83 — the sharpest large-cap move in the Nordic complex. The named drivers stack cleanly: Berenberg raised its price target on solid Q2 operations, the Q2 earnings call landed well, and the Equinor CEO told Reuters that Europe is unlikely to hit the 80% gas storage target and enters winter "a bit more exposed." The storage warning is the one that matters — a European miss reprices winter gas curves upward, and Equinor is a direct beneficiary. Aftenposten and VG carried the CEO's message on the domestic side.

Counter-thesis: RSI 83 and +27% in one month say the trade is already crowded; a warm October or a Ukraine ceasefire wipes the storage narrative overnight. This would be wrong if European storage crosses 80% by late October despite the CEO's guidance, or a diplomatic thaw arrives before heating season starts.

Northern Nordic power zones bounced while the south collapsed

The internal Nordic price map inverted this week. Northern zones (SE1 +70%, SE2 +74%, FI +46%) bounced off very low bases while southern zones fell hard (SE4 −36%, SE3 −25%, DK1 −16%). NO4 stayed near zero at €11.54/MWh. Absolute levels tell the real story: FI at €15 and SE1 at €15 are still deeply below the €70–112 southern band — this is a bounce off the floor, not a tightening. The SE3→FI cross-border flow at 726 MW (down 15% w/w) shows the north-Sweden surplus still pushing east, but the delta narrowed.

The direction depends on hydro carry-over and wind patterns; the northern reservoir picture is what to watch into August. Counter-thesis: these are weekly moves on a €10 base — the meaningful signal is monthly average, not week-over-week noise. This would be wrong if SE1/SE2 hold above €25 for two consecutive weeks without a wind lull explaining it.

The catch ▸ Iberdrola buys 80% of Caruna for €2B — Finnish infrastructure moves south

Bloomberg reported on 2026-07-21 that Spain's Iberdrola agreed to buy 80% of Caruna for €2 billion. One mention in our window, no domestic pickup yet visible. A cross-border deal of this size for a Finnish grid operator will require regulatory review; the timeline and depth of that review is the H2 variable to track.
