§02 · Themes of the week

Finland's Annual Holidays Act rewrite — committee reading begins

HE 118/2026 (laadittu 16.06.2026) is a 165-paragraph amendment to the vuosilomalaki plus consequential acts. It touches leave accrual, carry-over rules and employer obligations across every Finnish employment relationship. The bill now moves into Eduskunta committee scrutiny this session — that stage is where the carry-over mechanics and transition-period accrual rules that employers will actually implement get fixed.

Counter-thesis. A government bill of this size can be split, watered down or deferred at committee; substantive employer-obligation changes may not survive to the plenary text. Labour-law amendments also frequently get transition periods long enough that the near-term operational impact is minimal.

Would be wrong if the committee reports out with the accrual and carry-over sections materially intact and a transition window under 12 months.

The heat wave inverted Nord Pool geography

Finland's weekly average day-ahead jumped 82.3% to €40.4/MWh. SE1 up 73.3%, SE2 up 78.3%, NO4 up 47.5%. Denmark's DK1 rose 13.0% but from a much higher base at €142.7/MWh. The pattern is textbook: cooling demand plus tight Nordic hydro flexibility as reservoirs draw down. DK1→DE_LU flows tripled week-over-week (+172.2%), NO2→DE_LU nearly tripled (+191.3%) — Nordic hydro and wind exported hard into a German market breaking its own records. NRK's "Mer enn 1300 døde i hetebølge" headline puts the heat-wave death toll above 1,300; The Local Denmark reports Denmark set a new national record at 37°C. Helsingin Sanomat's "Ilmastokriisi" piece flagged a nuclear reactor shut down for the heat, showing the second-order effect reaches the baseload fleet.

Counter-thesis. This is a spot phenomenon. Forward curves flatten quickly once wind returns and autumn rain refills reservoirs. Northern Nordic zones (SE1, SE2, NO4) started from a very low base — the percentage moves overstate the actual EUR/MWh strain outside DK, SE4 and NO2.

Would be wrong if the heat pattern extends past mid-August and reservoirs enter Q4 already depleted. That reprices the winter strip and reopens 2022-style scarcity setups.

Mærsk lifts 2026 guidance — tariffs became a demand-pull

Mærsk raised full-year profit guidance in headlines dated June 29-30. The International-homepage lead ("Maersk raises profit guidance as new US tariffs fuel demand") explicitly frames US tariffs as the demand driver; Hellenic Shipping News, Seatrade Maritime and The Loadstar carried the guidance-raise within the same window, and a separate headline noted Zim's shares moved on the read-across. Wider read — Nordic industrials with global goods-flow exposure sit downstream of the same shipper behaviour, though this week's packet did not surface company-specific corroboration for that channel at Volvo or Atlas Copco.

Counter-thesis. A pull-forward means H2 hollows out. Rates flatten once the tariff window closes and inventories digest.

Would be wrong if each tariff schedule expansion triggers a fresh front-load, keeping utilisation tight into year-end.

Nordic 5G/6G names pulled back despite the Nvidia AI-RAN win

Nokia fell 8.67% on the week; Ericsson −3.62%. Both remain up sharply on longer horizons — Nokia is still +158.9% year-on-year. Two named drivers on the Nokia move. First, FMR LLC crossed below the 5% ownership disclosure threshold on June 30. Second, Kauppalehti ran a bearish analyst read on the Trump-hyped rally the prior week. The Nvidia AI-RAN 6G partnership announcement on June 28 was not enough to hold the price — profit-taking dominated.

Counter-thesis. 6G orderbooks are measured in years, not weeks. The AI-RAN partnership is a real structural win. Pullbacks of this size on names that have doubled or tripled in twelve months are noise around a legitimate re-rating.

Would be wrong if Q3 orderbook data shows the AI-RAN capex cycle is not materialising and hyperscaler telco commitments slip.

Baltic defence line hardens — Sweden-Ukraine fighter deal + Coast Guard armament

The strongest single item is the Sverige-Ukraina kampflyavtale carried by Aftenposten and NRK on July 1 — a Sweden-Ukraine fighter aircraft deal, corroborated across two Norwegian outlets. Around it, gCaptain reported Sweden fitting guns to Coast Guard vessels as Baltic tensions rise, and Ilta-Sanomat ran a piece on Russia's capacity to move tens of thousands of soldiers to the Finnish border. A GNews (RBC-Ukraine) item on Finland opening the door to nuclear weapons on its territory sits outside Nordic press and lacks Nordic-outlet corroboration in this week's packet — flagged, not built on.

Counter-thesis. The fighter deal is the only two-source item; the rest are individual outlets on adjacent-but-separate stories. Ukraine fighter deals have proliferated since 2022 without changing the operational picture. Coast Guard armament is a normalisation of a plan taken well before this week's headlines. The aggregate signal may be smaller than the sum of the items.

Would be wrong if any of these items produce a diplomatic escalation event — recall, ambassador expulsion, sanctions package — within 90 days.

The catch ▸ UPM's RSI 10.2 is a rare-tail reading on a real driver

UPM-Kymmene closed the week at RSI 14 of 10.2 — a level that typically requires either a distressed name or a real earnings-cut catalyst. Here the catalyst is on the tape: Kauppalehti and Yle both carried the four-to-six-week Pietarsaari and Kymi pulp mill production shutdowns on June 18, and the stock is now −5.4% w/w, −9.0% m/m and below both 200-day and 30-week moving averages. That combination — genuine operational curtailment, price already through the moving averages, tape-registered oversold — is the setup that either mean-reverts hard on the first positive pulp-price print or continues if the shutdowns extend past the announced window. Worth watching Q3 pulp guidance and any extension notice out of Pietarsaari.
