HE 118/2026 reaches Eduskunta — committee scrutiny now opens
The Annual Holidays Act amendment (vuosilomalaki) and consequential statutes were laid before Parliament on 16 June as HE 118/2026 — 165 paragraphs, two government documents. The new development since this bill last led a brief is the move into Eduskunta committee handling and the publication of the final text. Substantive votes push into the autumn session; the committee round is what to watch over the next eight to twelve weeks.
Counter-thesis: Finnish labour bills routinely drift back toward the original draft after the union side files its committee round. The filed text is the floor, not the ceiling. This would be wrong if committee mark-up concludes with mechanics substantively similar to the 16 June text.

Heatwave shatters records and the Nordic grid becomes Europe's AC battery
Denmark posted 37°C on 28 June, its hottest day on record. NRK reports more than 1,300 heat-related deaths in the wave; in Finland a nuclear reactor was taken offline as cooling-water temperatures climbed. The market mechanism is what matters: DK1 day-ahead averaged €141/MWh (+21.8% w/w), DK2 €138 (+20.8%). The bigger moves are in the surplus zones — FI +150.3% off a low base, SE1 +148.5%, SE2 +170.8%, NO4 +83.0%. Cross-border flows tell the rest: DK1→DE_LU net export up 139.3%, NO2→DE_LU up 320.1%. German air-conditioning demand is pulling Nordic surplus south, which is why the structurally cheap northern zones rose harder in percentage terms than the southern consumption zones.
Counter-thesis: heatwave price spikes mean-revert quickly. Hydro inventory remains adequate and the +150-170% prints sit on bases below €20/MWh — small absolute numbers magnified to dramatic percentages. This would be wrong if the next ENTSO-E weekly print shows surplus-zone prices holding above €40/MWh into mid-July.

Baltic-rim security posture hardens on three vectors
Three threads converged this week. Finland signalled willingness to allow nuclear weapons on its territory — a departure from the post-accession baseline, alongside Ilta-Sanomat reporting on Russia's capacity to move tens of thousands of troops to the Finnish border. Sweden's Coast Guard is fitting guns to vessels as Baltic incident frequency rises. Säpo confirmed Iran continues recruiting young Swedes for attacks on Swedish soil. Separately, Russian trade-union leaders fled to Norway after a domestic police raid.
The defence-industrial read is the obvious one. The less-obvious read is on Nordic shipping, port security, and the insurance premium attached to Baltic transit.
Counter-thesis: each of these items has a domestic political reading independent of any single posture shift — Finnish nuclear-host discussions are a long-running debate, Coast Guard armament was procurement-cycle-driven, and Iran-recruitment confirmations are a recurring Säpo readout. Aggregating them into "posture hardening" risks pattern-matching where there is none. This would be wrong if any of: the Finnish host-nation discussion is formalised in a parliamentary motion this session, Sweden announces a second tranche of Coast Guard hardware beyond the announced fit, or a NATO ministerial statement specifically references Baltic transit-corridor protection within the next 30 days.

Maersk raises guidance — US tariffs cited as the driver
Maersk lifted profit guidance on 29 June, with the company citing new US tariffs as a demand driver. The second-order effects flagged in the same week: Zim shares rose on the read-across, Maersk shifted SoCal import containers from BNSF to UP, two vessels were pulled out of the Hormuz Strait ahead of the IMO evacuation plan, and the Guangzhou Port Group strategic-partnership headline carried on 24 June. The stock added 2.25% w/w; the more telling print is 1y +39.2% against a -14.6% drawdown from the 52-week high — the move is in the operational guidance, not yet in the multiple.
Counter-thesis: tariff-driven shipping demand is by definition pulled forward and not new demand. The Q4 destock that follows is the standard playbook, and the Hormuz risk premium is one bad headline from re-pricing. This would be wrong if guidance is raised a second time at the next pre-Q3 update with destock framing absent.

The catch ▸ The market is selling Nokia's AI-infrastructure validation week.
In the same five trading days Nokia (NOKIA.HE) announced an Nvidia AI-RAN 6G partnership (28 June), drew explicit Trump-administration praise (25 June, per Kauppalehti), and saw further coverage of its Infinera acquisition as an AI infrastructure positioning story (24 June), the stock fell 4.9% on the week and 15.4% on the month, RSI 33.9. A 159% one-year gain is the explanation that closes the loop: the market is treating each validation as a sell-the-news event against last year's run, not a re-rating catalyst. This is more interesting than the absolute level — it tells you what the marginal Nokia holder thinks "AI infrastructure play" is worth right now.
