§02 · Themes of the week
The outermost regions become forward operating platforms
The Commission published on 2026-09-09 a new strategic vision for the EU's outermost regions (IP/26/1827; factsheet FS/26/1828), reframing them not as cohesion-fund recipients but as forward platforms for EU global reach across the Atlantic, Caribbean and Indian Ocean. Read alongside the same week's French Rafale training offer to Ukrainian pilots and Macron's call for temporary basing of French nuclear-armed aircraft across European sites, the direction is legible: cohesion, security and connectivity spending merge into one geo-strategic budget line.
Counter-thesis. Commission outermost-region strategies typically restate existing cohesion funding, rebranded. This could be a facelift with the same ERDF envelope underneath.
This would be wrong if the next multi-year budget round keeps outermost-region funding inside standard cohesion envelopes with no security or dual-use carve-out.

The eastern flank hardens — Poland-Ukraine escalation, France in front
Russian drones hit a Ukrainian train near the Polish border shortly after Boris Johnson left the station. Warsaw and Kyiv called the strike escalation. In the same 24-hour window, Paris moved on two fronts that a year ago would have been unthinkable together: Rafale training for Ukrainian pilots, and Macron's "forward deterrence" concept — temporary deployment of French nuclear-armed aircraft to European sites. The direction: European deterrence is decoupling from a passive US umbrella and moving toward distributed forward-basing, with France taking point.
Counter-thesis. Macron's forward-deterrence talk is rhetoric ahead of budget season, not operational planning. Berlin has not endorsed it, and Poland has its own nuclear-sharing preferences that route through Washington, not Paris.
This would be wrong if by end-Q4 no other European government publicly signs up to host French forward-deployed aircraft.

Semiconductor sovereignty — capex commits before demand does
ASML broke ground on a 350,000-square-metre campus to expand production. Top chipmakers agreed to adopt the $400M High-NA EUV machines. Huawei is orchestrating China's DUV lithography push to cut reliance on ASML, and reporting says China memory giants have stockpiled ASML scanners with a servicing ban the only remaining lever. Two things run at once: European toolmakers scaling ahead of the AI compute buildout, and China building the parallel stack that will consume the servicing gap when export controls tighten further.
Counter-thesis. ASML's 1y +115% and the campus announcement are lagging signals. The current 3m −9.3% and RSI 45 say the stock has already priced the buildout. Any customer capex slowdown at TSMC or Intel reverses this fast.
This would be wrong if ASML's next order intake prints below consensus, or if a major foundry cuts 2027 capex guidance.
