DSA brings ChatGPT, Reddit and Roblox inside the perimeter
On 2026-08-31 the Commission designated OpenAI's ChatGPT, Reddit and Roblox as Very Large Online Platforms under the Digital Services Act (press release ip_26_1772). Four months from designation, all three must run mandatory systemic-risk assessments, submit to independent annual audits, open vetted researcher access to platform data, and pay Commission supervisory fees calibrated to revenue. This is the first time a general-purpose generative-AI chat interface has been pulled into DSA Article 33, and the first time a children-heavy virtual world has been. The regime is no longer only about news feeds and marketplaces.
Counter-thesis: designation is a compliance perimeter, not by itself a product constraint. The three named services may absorb the audit, researcher-access and fee obligations as line-items — the way a large software vendor treats SOX or GDPR — without material change to how the products behave for EU users.
This would be wrong if the Commission opens a formal DSA proceeding against any of the three within twelve months of designation, or if the systemic-risk methodology forces model-behaviour changes (refusal rates, output filters, age gating) visible to end users in the EU but not elsewhere. Either outcome moves the story from paperwork to product.
