Paris gets its offshore-wind cheque cleared — the state-aid pipeline is now the story

On 2026-07-12 the Commission approved French state aid for offshore wind under case ip_26_1577. The same week produced a €659m clearance for four German semiconductor plants under ip_26_1585 — different sector, identical structure. The Net-Zero Industry Act and CBAM created the legal room; member states are now filling it, and Brussels is signing off. What matters is who benefits: national champions with the balance sheet and political access to structure a state-aid package. Airbus, Siemens Energy (now rebranding to Omterra per Reuters coverage this week), TotalEnergies, and the domestic turbine and grid supply chains sit in the direct beneficiary path.

Counter-thesis. State-aid clearance is permission, not money. France still has to appropriate and disburse. If disbursement lags approval materially, the multi-year pipeline is what actually moves, not this year's tape.

This would be wrong if the French finance ministry deprioritises the offshore-wind envelope in the autumn budget, or if the Commission opens a follow-up Phase II review on state-aid conditionality within six months.

Semiconductor equipment: the ASML print is the whole quarter

ASML's Q2 print lands this month. The stock is down 4.0% on the week into it, RSI at 44, but still up 124% on the year and 45% over six months — this is a pullback inside a strong trend, not a break of it. The setup that matters: RBC raised its price target this week on EUV demand, Bloomberg framed the read-through to TSMC, and a fresh US export-control push is being discussed ahead of the print (Simply Wall Street coverage). Three vectors converge on one question — capacity guidance for 2027 and the split between logic and memory bookings. A soft China number will be read as policy-driven and probably discounted; a soft logic number would not be. The German €659m clearance for four new fabs adds a European demand vector for ASML.

Counter-thesis. Every ASML print for two years has been framed as "the whole quarter" and the stock has repeatedly absorbed disappointments without breaking trend. The name trades as a proxy for the entire AI capex cycle; that cycle would have to crack, not just ASML's booking rate, to invalidate the setup.

This would be wrong if ASML cuts full-year revenue guidance by more than 5% or the 2027 capacity expansion is deferred.

Iran spillover into European energy and defence names

Fuel prices at the pump moved higher across the Benelux this week attributed to renewed Iran–US tension (Algemeen Dagblad). German press covered Iranian threats against Chancellor Merz (Junge Freiheit, Tagesspiegel). BASF stated the Iran situation has had limited direct business impact so far. The read is narrower than the tape suggests: European integrated oils get a small Brent tailwind, German defence names get a policy tailwind, and chemicals with Middle East feedstock exposure get a modest cost headwind that has not yet flowed through to guidance. The names to watch are not the direct-exposure plays but the second-order beneficiaries — Airbus (defence backlog), Siemens (grid resilience), Allianz (already up 22% year-on-year and now at RSI 75, priced for perfection).

Counter-thesis. The Iran story has been in the tape for weeks and the observed moves are contained — BASF itself says direct impact is limited. If tensions de-escalate, the small Brent tailwind reverses and the defence policy tailwind fades long before backlog conversion; the second-order names then have to stand on their own fundamentals, where several are already stretched.

This would be wrong if Brent gives back its week's gains within ten sessions, or if a second European chemicals or industrial name confirms BASF's "limited impact" read at the next print without hedging language.
